There was a thread a week or so ago about slow wipers I think. I had
the same problem and found that undoing the nut that secures the
flexible drive to the motor and lubricating the inards gives more power
to the the wipers.
Also if you have trouble parking the wipers it could be that this same
nut is loose.

FWIW Another reason for slow wipers can be that there isin't enough
current getting through the circuit to drive the motor. This can occur
if the dashboard switch used cannot carry sufficiently high current. It
happened to me becuase I was using a small light switch. The wipers
were very sluggish and often jammed.
The solution is to fit a 12V relay next to the wiper motor so that the
switching circuit only has to power the relay and the main juice supply
goes directly to the motor.

The problem with current are often caused by poor grounding of the
circuit, so ensure that the grounding of your circuits functions
properly and that it is not moldy or rusty or anything like that.
